By default, most email providers (Outlook, etc) do not allow images to be displayed directly in a users e-mail (since this requires downloading images in their e-mails automatically, and is a way that users can pick up bugs and viruses). With that being said, most users refrain from using heavy html in their emails. In regards to paying a third party, try Googling "free e-mail templates". There are several available online.
